ZONE DISTRICTS - PUBLIC SERVICE COMPANY OF COLORADO
A public hearing was conducted on November 27, 2013, at 10:00 a.m., with the following
present:
Commissioner William F. Garcia, Chair
Commissioner Douglas Rademacher, Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer
Also present:
Acting Clerk to the Board, Susan Brown
Assistant County Attorney, Brad Yatabe
Planning Department representative, Chris Gathman
The following business was transacted:
I hereby certify that pursuant to a notice dated October 18, 2013, and duly published
October 23, 2013, in the Greeley Tribune, a public hearing was conducted to consider the
request of Public Service Company of Colorado, for a Site Specific Development Plan and Use
by Special Review Permit, USR13-0032, for a Major Facility of a Public Utility (one 115 kV
transmission line extending approximately 2.5 miles) in the A (Agricultural), R-1 (Low Density
Residential) and 13 (Industrial) Zone Districts. Brad Yatabe, Assistant County Attorney, made
this a matter of record.
a Chris Gathman, Department of Planning Services, presented a brief summary of the
proposal and requested a continuance of the matter until December 11, 2013, when Planner
Kim Ogle is available to attend, and said the applicant has been advised and agreed to the
continuance. In response to Commissioner Rademacher, Mr. Yatabe, Assistant County
Attorney reported that Public Service sent an email in support of the continuance.
Commissioner Kirkmeyer stated normally she would agree that it is not appropriate for staff to
ask for a continuance, but it is the day before Thanksgiving and was obviously worked out with
the applicant.
El No public testimony was offered concerning this matter. Commissioner Kirkmeyer moved
to continue the request of Public Service Company of Colorado for a Site Specific Development
Plan and Use by Special Review Permit, USR13-0032, for a Major Facility of a Public Utility
(one 115 kV transmission line extending approximately 2.5 miles) in the A (Agricultural), R-1
(Low Density Residential) and 1-3 (Industrial) Zone Districts to December 11, 2013, at 10:00

a.m. The motion was seconded by Commissioner Freeman. Upon a roll call vote, the motion
passed 4/1, with Commissioner Rademacher opposed because the request is being made on
behalf of staff and is note from the applicant. There being no further discussion, the hearing was
completed at 11:17 a.m.
This Certification was approved on the 2nd day of December, 2013.
