Comm Board Chair called meeting to order: 12:13PM
Introductions: Welcome to WCRCC Office Tech Roberta Leed
Roll: A quorum was present
Approval of previous month's Comm Board minutes: After correcting the date and Spillman version to
v. 6.1. Moved to accept by Tom Beach; Seconded by Ainsworth —motion carried.
Old Business: Consolidated under E911 meeting
New Business: Steve Main of Poudre Valley FD: Requests 1" response for area east of Fort Collins on
Highway 14 between Windsor and Severance CAD ambulance be changed from Banner to Poudre Valley
Health. Dave Bressler: William Garcia: Can CAD make this change? A BOCC work session will be needed
for the ALS contract. Tom Beach clarified that Weld having an exclusive contract with Banner won't be
an issue since this is a mutual aid situation. Tom Beach moved to allow change; Roger Ainsworth
seconded. Passed unanimously.
Tom Beach: Meeting on December 16th for all parties involved with SE Weld going ALS.

Old Business:
1. Staff Report: Mike Wallace
• Staffing: 53 full time dispatchers; 3 part time. Right now 35 can be scheduled; 15 are
in training; and 3 are having background checks done.
• Statistics: Refer to the report. No questions on report
2. New WCRCC Update: Mike Wallace- Carpet will be laid Thursday. Electrical installation still
ongoing. Monday delivery of furniture. CAD boxes are in at 1551 and are being prepared
for transition. VIPER phone system will be delivered mid January, with installation
complete by late January. Feb 12`h is the cutover date.
Backup site -911 system has been delivered and installed and is being tested. Entire back
room has been cleaned up and equipment sold for $6K. Money has been deposited in E911
account.
FRCC radio system —cutover should be prior to moving into 1551. Motorola wants to push
date out, which won't work for us.
3. Spillman Update: Mike Stearns: Since the latest fix, there have been no issues or crashes.
Updated maps last Monday. Update will go faster if not done over a wireless system. This
Monday there will be an outage between 1-4 AM for testing. Phase 1 testing completed
months ago. Phase 2 this time. This completely resolves Spillman database issue. Phil
Tiffany: Thanks to Mike Stearns for clearing up all Weld County Fire's issues with Spillman.
Dave Bressler will be sending updated AED maps with better addressing to Dan Huerter
Spillman audit: Mike Wallace: Has only seen the preliminary report, but there were many,
many items affecting Spillman databases. Spillman was here for the first portion of the audit
last week. Two strong elements:
o User dissatisfaction. Spillman made modifications right then and has promised
to make more in the future. Users are happier with knowledge of changes that
can be made.
o Lack of training of Spillman for users: Final report on this aspect will probably
be received next week.
• Solutions II's portion of the audit is happening now. They will be here Monday to assist
with storage failsafe process. Final report next week.
• Athena representatives will be here Dec 17-19 to look at hardware and equipment.
Final report is expected by the end of year. Athena wants to be allowed to give a formal
presentation regarding their findings.
4. FRCC Update: Mike Wallace: Jan 20th cutover date. Lost a week due to cold weather --
crane company didn't want hydraulics to seize up. The State has been contacted several
times about their approval of the other 2 channels, but still no response.
Barbara Kirkmeyer: CSP put in request for $80,000 MI system. Slated to be completed in
May or June.
Dave Bressler: Are all surrounding dispatch centers clear about how FRCC will effect
coverage, etc.? Mike Wallace: Mountain View FD for example has an issue of 4 Mutual Aid
channels not being enough. Therefore, FRCC has now allocated a total of 32 talkgroups—
North and South MACs 1-16. Mutual Aid channels: Not everyone has the new
programming. Part of the agreement is that the programming will get done ASAP. In the
RFP process, we're looking for a certain amount of reprogramming being free to public
safety agencies with weld picking up the costs.
Fort Collins had a meeting Monday with questions forwarded to us re: FRCC process.
Cheyenne may want in on FRCC. They have State maps available to them in their system.
Highways 13 & 34 —mac channel —On FRCC protocols will change to have someone
monitoring that channel.
Where FRCC has holes, DTRS fills in and vice versa. Working on acquiring property for
another tower if we can't get State OK. Tom Beach: Let's send letters to law enforcement
so they could attend these meetings in case State doesn't come through. Mike Wallace: We
believe state might cooperate, because they have more to lose if they don't. Poncelow
agreed to send out an email from the Weld County Chiefs to pressure the state.
Dispatchers have been told to contact Motorola if they have a critical incident happening
right when the system is scheduled to go down for upgrades so Motorola will wait.
5. GeoComm Update: Barbara Kirkmeyer: Attached is the list of recommendations given by
Geocomm to BOCC last April. You can see what actions have been taken. For example,
moving WCRCC to 1551 takes care of O Street's tendency to flood as well as the issue of
equipment overheating.
New Business:
1. Treasurer Reports: Steve Reams -not ready until the 12th
2. PO Requests: Mike Wallace: Spillman for $680 in re 911 Etherlite, which allows ALI to display at
both primary and backup sites. Steve Reams moved and Phil Tiffany seconded approval.
Passed. Mike Wallace; 2014 annual maintenance for infrastructure, etc of the Motorola system
for $328,624.84. Phil Tiffany moved to accept; Brian Skaggs seconded. Patrick Groom will
review contract. Passed.
3. Invoice Requests: Barbara Kirkmeyer: $220 for Patrick Groom; Mitch Wagy moved to accept;
Kevin Halloran seconded. Passed.
Information Items: 2014 appointments: The Ft. Lupton FD will appoint new representative for BOCC
approval to replace Kevin Halloran.
