Keota Oil and Gas Processing Facility USR Questionnaire
1. Explain, in detail, the proposed use of the property.
Noble Energy is proposing to purchase 80 acres of land from Quarter Circle Lazy H Ranch Inc. for a
natural gas processing facility, storage area and gas plant staging area, a future central processing
facility, a LNG (liquefied natural gas) plant, and a power substation. The property to be purchased is
the N% of the NWY< of Section 21, Township 9 North, Range 61 West. This property is in a very rural
location with the nearest home being a mile to the north. It is currently a part of a 320 acre parcel
(parcel 046521000003) which is in the A (Agricultural) Zone District. Upon approval of the USR
application by the Board of County Commissioners, Noble will close on the property and therefore
own the land when the USR plat is recorded.
Natural gas from Noble's well sites throughout the northern Weld County area will be piped to the
Keota Gas Processing Facility to be treated. The gas needs to be treated to remove CO2 and water,
process it to recover the Natural Gas Liquids (NGL)', and create a sellable natural gas stream for use
by consumers. The Natural Gas and NGLs will be transported via pipeline. There is a chance that
trucks could be used to transport the NGLs, but this would only be if the pipeline was down.
A byproduct of the gas processing facility is unstabilized condensate.2 Unstabilized condensate will
be stabilized at the Keota facility. In addition to stabilizing condensate from the Keota facility,
unstabilized condensate from Noble's Lilli Gas Processing Plant located on WCR 96, west of WCR
129 will be trucked to the Keota facility for stabilization (unstabilized condensate comes from the inlet
compression scrubbers at the facilities). The Lilli Plant does not have a stabilizer so the stabilizer at
the Keota facility will be sized large enough to handle the liquids from both sites. The stabilized
condensate stream is not as volatile as NGL so it will be stored at the Keota Gas Plant Facility in
atmospheric tanks until it is sold and trucked to off -site locations for use.
Noble is also proposing a Liquified Natural Gas (LNG)3 plant and storage on the west side of this
property. Residue gas from the Gas Processing Facility will be piped to the LNG plant where it will be
chilled to -275° F and turned into a liquid. The LNG will be placed into vacuum insulated storage
tanks for loading into trucks for delivery to another site for use by vehicles. Noble may use the LNG
to fuel their own rig fleet and well completion operations or it could be used by others in Weld County
or the State of Colorado for their fleet vehicles. At maximum capacity, it is anticipated that 100,000
gallons of LNG will be generated per day.
Noble may also sublease a portion of in the gas processing area to Southern Star and OPPL as part
of the process of getting the processed natural gas off -site and to the end users. The area that may
be leased is shown on the site plan map. If Southern Star leases some of the area it would be used
for a residue gas meter. If OPPL, or a similar company, leases some of the area, it will be for a NGL
meter. The meters would be connected to pipelines that take the residue gas and NGL off -site.
Whether or not land is leased for this purpose will depend on cost variables. If this doesn't happen,
Noble will likely run pipe to Southern Star and OPPL's taps which are located approximately 1000' to
the north.
Noted on the site plan are areas where Noble may eventually expand Gas Processing Plant facility as
well as the LNG plant. The USR plan calls out potential structures in these expansion areas and
designates them as "future structures".
1 Natural Gas Liquids (NGL) are the liquid hydrocarbons normally associated with natural gas. NGLs are
much more valuable as raw material for further processing than as fuel for simple combustion.
'Condensate is a liquid hydrocarbon that is removed from natural gas. The process of stabilizing
condensate is a process that involves heating unstabilized condensate in a stabilizing vessel to vaporize
out lighter hydrocarbons (like propane and butane) leaving behind stabilized condensate.
'Liquefied Natural Gas (LNG) is the gaseous portion of a natural gas in the liquefied state (they are
liquefied by chilling them). LNGs can also be used as fuel for simple combustion.
Noble is still investigating their options for having electric power at the site. They will either tie into
the grid or use a turbine to self -generate power. If they tie into a grid, Noble may need to construct a
power substation on the property. Therefore, a location for a potential power substation is shown on
the west edge of the property.
Noble is also proposing a future Central Processing Facility (CPF) in the southeast corner of the site.
Noble Energy would construct the facility to serve wells in the vicinity of the Keota site. The wells
would convey oil, water and gas to the Keota CPF via pipeline to be further separated. When the
water, oil and gas come into the site, it will be separated into a gas stream, an oil stream and a water
stream. All gas will be directed to the gas plant, water separated out of the oil will be taken off -site for
disposal at an independent approved facility, and the oil will be sold and likely piped off -site.
Also included on the site plan are a couple of storage and gas plant staging area locations. The first
location is where the future CPF is proposed; this area could be used for storage prior to Noble using
it for the CPF. The second area is directly east of the proposed CPF area. Items that may be stored
in either of these areas would be new and could include pipe, separation equipment, heater treaters,
spare parts for the plant and future CPF, and a staging area for equipment needed for future projects.
Fencing
Due to Homeland Security requirements, the gas processing facility will be surrounded by a security
fence (6' chain link with barbed wire along the top). All entrances into this fenced in area will have a
gate and the gates will all be equipped with an ESD (emergency shutdown device) button and be
mechanized to open with a key card or pad. Noble will coordinate with the fire district to provide them
with a code so that they have access to the facility in the case of an emergency.
Accesses
Two access points into the site, off of WCR 89, are proposed. Noble would like to have two access
points into the site for safety reasons. All traffic will be directed to enter the site at the northern most
entrance. A guard house is proposed at this entrance. Trucks will then be directed to the appropriate
location on the site and leave from the south access point. There will be informational signs at the
entrances to direct drivers where to go.
Both access points and all access roads within the site will be designed with a gravel section (Class 3
or Class 6 road base). Weld County Road 89 is a gravel road. Since the on -site gravel roads will be
accessing a County gravel road, there will be no need for additional tracking control at this site.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of
the Comprehensive Plan.
The Keota Facility will be consistent with the intent of the Weld County Code and Comprehensive
Plan in the following ways:
A. Policy 7.2.: Conversion of agricultural land to nonurban residential, commercial and industrial uses
should be accommodated when the subject site is in an area that can support such development, and
should attempt to be compatible with the region.
The land that Noble is proposing to convert to industrial uses is non -irrigated rangeland that is located
in a very rural area where there is a significant amount of oil and gas activity already occurring.
Therefore the proposed use is compatible with the region.
OG. Goal 1: Promote the reasonable and orderly exploration and development of oil and gas mineral
resources.
OG. Goal 2: Ensure that the extraction of oil and gas resources conserves the land and minimizes the
impact on surrounding land and the existing surrounding land use.
The proposed Keota facility site is located in a sparsely populated area of the County where there is
already a significant amount of oil and gas development. Trucks will be used to convey some of the
product coming and going from the site, but pipelines will also be used. The use of pipelines will
decrease traffic impacts in the area. In addition, Noble understands that if traffic counts warrant it,
County Road 80 may need to be paved and they are willing to work with the County regarding this
issue.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23
(Zoning) and the zone district in which it is located.
The property is located in the Agricultural Zone District. According to the Weld County Code, oil and
gas support and service facilities, as proposed on this application, are a Use by Special Review in the
Agricultural Zoning District.
4. What type of uses surround the site (explain how the proposed use is consistent and
compatible with surrounding land uses).
The Keota Facility property and surrounding areas are rangeland that is used for cattle grazing and oil
and gas facilities. There are very few residences in the area. The nearest residences are one mile to
the north and two miles to the south along Weld County Road 89. Therefore, the proposed oil and
gas facilities are compatible with the surrounding land uses.
5. Describe, in detail, the following:
a. Number of people who will use this site.
At full build -out, there is the potential for Noble to have up to 26 employees working two shifts (14
daytime shift employees and 12 nighttime shift employees) at this site. There will also be up to
31 truck drivers and up to 5 miscellaneous visitors coming onto the site within a 24 hour day.
b. Number of employees proposed to be employed at this site.
There will be two, 12 -hour shifts in place to operate the site. Up to 26 people could be employed
at this site. This is calculated by assuming up to 10 Noble employees working each 12 -hour shift
to run the gas processing facilities on the site, up to 2 Noble employees running the Central
Processing Facility during the daytime shift (no one working the night shift), 1 Southern Star
employee working each 12 -hour shift, and 1 OPPL employee working each 12 -hour shift.
c. Hours of operation.
The site will operate 24 hours a day/seven days a week.
d. Type and Number of structures to be erected (built) on this site.
Noble's improvements/structures proposed for the gas processing facility portion of the site are all
shown and identified on the USR plat. They include:

g. Who will provide fire protection to the site.
The property falls within the Pawnee Fire Protection District.
h. Water source on the property (both domestic and irrigation).
There is no existing water source (domestic or irrigated) on the property. Noble Energy plans to
have a restroom facility on the property when the site develops. At that time, they will permit and
install a commercial well.
i. Sewage disposal system on the property (existing and proposed).
There is no existing sewage disposal system on the property. Noble Energy plans to have a
restroom facility on the property when the site develops. At that time, they will permit and install a
septic system. In addition, Noble would like to place a portable toilet near the load/unload areas
for truck drivers to use. The drivers will not have access to the permanent restroom facilities in
the office due to Homeland Security restrictions. The portable restroom will have hand washing
facilities.
j. If storage or warehousing is proposed, what type of items will be stored.
There are a couple of storage and gas plant staging area locations. The first location is where
the future CPF is proposed; this area could be used for storage prior to Noble using it for the
CPF. The second area is directly east of the proposed CPF area. Items that may be stored in
either of these areas would be new and could include pipe, separation equipment, heater
treaters, and spare parts for the plant and future CPF. Noble also anticipates that the storage
and staging area could be used as a staging area for future projects not associated with this
parcel.
6. Explain the proposed landscaping for the site.
No landscaping is proposed for a couple of reasons. First, there is no irrigation to the site to support
landscaping. Second, vegetation can be a fire hazard at these types of facilities. Therefore, no
landscaping is proposed and the native vegetation around the site will remain. In addition there are
no homes adjacent to this facility so landscaping to mitigate or screen the USR is not needed.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review
activity occurs.
When termination of the Facility occurs, the facilities will be removed and the land will be returned to
its native state.
8. Explain how the storm water drainage will be handled on the site.
A minor ridge line divides the site. On -site runoff from the western one -quarter of the site will be
conveyed to an on -site detention pond. The one -hundred year developed runoff from this basin will
be detained and released at the five-year historic rate. Runoff from the eastern three-quarters of the
site drains east toward a natural playa lake located directly adjacent to and encumbering the subject
property. This eastern on -site basin will be retained within the project boundary by excavating on -site
to create the required retention volume. The time of concentration for this watershed will be used for
the release rate to meet Weld County Code and Colorado Water Law. Offsite runoff from the north,
which affects the subject property, will be routed through the site via a drainage channel. For a
detailed evaluation of the proposed storm water drainage improvements, please see the Preliminary
Drainage Report.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
Noble anticipates that it will take about a year to 18 months to construct the gas plant and LNG
facilities and construction is expected to commence in the summer of 2013. It is unknown at this time
when the other improvements proposed for the site will be constructed.
10. Explain where storage and/or stockpiles of wastes will occur on this site.
The storage and staging areas are interior to the site and are called out on the USR plat map.

RE: Traffic Narrative for Noble Energy's Keota Site
Dear Kim:
I have estimated site traffic for Noble Energy's Keota site in Weld County. It is my
understanding that construction related activities would cover a span of up to 18
months with 80 - 100 construction workers on -site during peak construction times.
Construction and related traffic is expected to follow the normal process of ramping up,
peaking, and winding down as construction nears completion.
Permanent and recurring site traffic was estimated for build out conditions including a
gas processing plant, leased areas for residual gas and NGL metering, a central
processing facility, a power substation, and a LNG facility. Vehicles will enter and exit
the site using two access points to CR 89. The north access will serve as an entrance
with the south access being an exit. Both accesses will be secured. Site traffic
estimates for each of the proposed uses and a daily total traffic estimate are provided
below. The daily total traffic estimate includes a contingency that rounds daily traffic
up to the nearest 10 round trips.

As indicated, the Keota site is expected to generate 70 round trips per day. Since the
site will operate 24 hours per day, seven days per week, the magnitude of peak hour
traffic is estimated at 5 - 6% of daily traffic. This equates to about 4 round trips during
peak hours.

Waste Handling Plan
1. Any waste generated on -site will be collected in a trash dumpster provided on -site. Waste
Management or another similar company will be contracted to collect the trash from the site.
2. Oil and gas processing consumable parts will be taken off -site for proper disposal.
3. No permanent disposal of wastes will take place at this site.
4. Fugitive dust, blowing debris, and other nuisance conditions will be minimized during
construction.
5. Waste water will be taken off -site for disposal at an independent approved facility.
6. The applicants operations will be in accordance with the approved Waste Handling Plan.
7. All chemicals on -site will be properly stored in labeled containers, Noble will have SPCC plans
in place, and MSDS sheets will be available on -site for each chemical stored.
8. All development standards will be adhered to.
Keota Oil and Gas Processing Facility
Dust Abatement Plan
1. A water truck will be utilized, as necessary, to control dust on the site.
2. The access road will consist of gravel road base.
3. Waste materials shall be handled, stored, and disposed of in a manner that controls fugitive dust,
fugitive particulate emissions, blowing debris, and other nuisance conditions.
4. Fugitive dust and particulate emissions will be controlled on the site.
5. All development standards will be adhered to.
