The design meets or exceeds the requirements of the State of Colorado Design Criteria For Potable Water Systems (Design Criteria, 1997 edition) and is hereby approved. This approval is limited to the following: • Well No. 1 (WL001): Groundwater source o Well Permit Number 290142. Drilled well. Laramie -Fox Hills Aquifer; screened at 440 to 545 feet deep; total depth of 545 feet; static water level approximately 220 feet deep. o Surface improvements: 8 foot by 8 foot sloped concrete pad. o Casing extended 12 inches above grade with sanitary seal and 24 mesh , non -corrodible, screened vent. o Permitted flow: less than 0.4787 ac-ft/yr o Well pumping capacity: approximately 15 gpm with a variable frequency driven motor. o Associated piping and appurtenances. • Treatment Plant (TP002) o Treatment for Well No. 1 (WL001), design flowrate of 15 gpm. o Sodium hypochlorite treatment (D421 and D825): • Sodium hypochlorite feed pump (design basis: Stenner 45MJH peristaltic pump), 7.5 gallon solution feed tank (design basis: Stenner STS chemical solution tank), and one (1) 12 gallon spill containment platform. Installation of one (1) 120 gallon, internally baffled, Flexcon Industries Mixmaster contact time tank. The approved baffling factor for the tank is 0.7. • The chlorine feed pump will be flow paced to the potable water production rate via installation of a pump control module (design basis: Stenner PCM) that will receive a flow proportional signal from the potable water meter and adjust the output of the chlorine feed pump accordingly. /a -3o &.s013 o?of3- 6769 PLa.2o° Linda Dibble, Plains Marketing Tampa Loading Facility December 19, 2013 Approval of Drinking Water Final Plans and Specifications for Construction Page 2 of 4 o Treatment appurtenances. Raw water sampling tap, potable water meter (design basis: Neptune T10 with Tricon E3 flow proportional transmitter), 116 gallon in -line pressure tank (design basis: Goulds Hydropro V350), and entry point sampling tap after contact time tank. o Associated piping and appurtenances. The approval includes the following deviation from the Design Criteria: • Section 7.4.1 of the Design Criteria requires that at least two chemical feeders be provided. The submittal indicates one feeder will be installed and a shelf spare will be available. Based on the information supplied to support this deviation, the Division accepts this deviation request and has approved a single chemical feeder. The approval is subject to the following conditions: • The public water system has elected to perform triggered source water monitoring. Therefore, the system does not need to maintain 4 -log virus inactivation on a continuous basis. However, the system is required to have the capability of providing 4 -log inactivation before or at the first customer. The system has provided evidence that successfully demonstrates the disinfection provided is capable of achieving 4 - log virus inactivation. To achieve continuous, 4 -log inactivation of viruses, the disinfection process has been evaluated at the following operating condition, assuming a pH between 6 and 9, minimum temperature of 15 deg C, a baffling factor of 0.7, and a peak hour flow rate of 15 gpm: Segment Free Chlorine Residual (mg/L) Minimum Volume (gal) Viral log inactivation Mixmaster Tank 0.8 120 4.44 • In the event the system has a routine positive total coliform sample, the system will be required to monitor the source water for fecal indicators. If it is determined that fecal contamination exists within the source, the system may be required to meet the above conditions on a continuous basis until the source of contamination can be identified and removed if the system continues to use the source. If the system is required to maintain 4 -log virus inactivation, the system will be required to monitor for chlorine residual at the location indicated above. Groundwater systems required to meet 4 -log virus inactivation with a population less than or equal to 3,300 must perform daily chlorine monitoring at the entry point in accordance with Article 13 of the CPDWR. The system would be required to work with the Division's Compliance Assurance Section to determine appropriate monitoring at that time. • Part 1.2.11 of the Design Criteria requires all chemicals and materials that come in contact with water to be ANSI/NSF 60 and 61 certified, respectively, for potable water use. • All wells, pipes, tanks and equipment shall be disinfected in accordance with AWWA procedures prior to start-up of the facility as required in Part 3.14 of the Design Criteria. • All change orders or addenda that address treatment or piping must be submitted to this office in duplicate for review and approval by the Division. • Upon completion of construction and prior to commencement of operation, a completed "Construction Completion Certification 'As Built' Form" from the design engineer stating that the system was constructed as approved and the operational starting date must be submitted to the Division. This form is available at: http://www.colorado.gov/cdphe/drinkingwaterdesign under the "Drinking Water Design Submittal Forms" heading. • Article 1.12.3 of the CPDWR requires that systems submit any revisions to the Monitoring Plan within 30 days of the effective date of the change. Information on monitoring plans is available online at: http://www.colorado.gov/cdphe/wqforms on the Drinking Water page under the "Inventory/System Updates" heading. • As required by Part 1.1.12 of the Design Criteria, if construction of the treatment facility is not commenced within 365 days of this letter, this approval will expire and all information will be required to be updated and resubmitted for review and approval by the Division. The following notifications and requirements may apply to the project: • Approval of this project is based only upon engineering design to provide safe potable water, as required by the CPDWR and shall in no way influence local building department or local health department decisions on this project. This review does not relieve the owner from compliance with all Federal, State, and local regulations and requirements prior to construction nor from responsibility for proper engineering, construction, and operation of the facility. • In accordance with the current Colorado Operators Certification Board regulations, the Plains Marketing Tampa Loading Facility water supply system is required to be under the responsible control of a Class "D" water treatment operator and a Class "1" distribution system operator. According to our records, the water system is under the responsible charge of Sean Dibble. Our records state that Mr. Dibble currently holds a Class "D" water treatment plant operator certification and a Class "1" distribution system operator certification. Therefore the operator certification requirements are being met. • Any point source discharges of water from the facility are potentially subject to a discharge permit under the State Discharge Permit System. Any point source discharges to state waters without a permit are subject to civil or criminal enforcement action. ("Anadarko Entities") and also Kerr-McGee Oil & Gas Onshore LP ("Kerr-McGee") with respect to your request for a waiver concerning correct notice of a hearing for an application for a site specific development plan and special review permit that has been filed by John Moser ("Applicant") with Weld County ("County) for property located within a portion of the E/2E/2 of Section 29, Township 3 North, Range 65 West, specifically described as Lots A and B of'12E12-0073 ("Property"), The Anadarko Entities own minerals that underlie the Property, and Kerr-McGee own oil and gas leasehold interests in the Property. The Anadarko Entities and Kerr-McGee understand that the Applicant intends to provide this letter to the County as evidence of the waiver by the Anadarko Entities and Kerr- McGee of appropriate notice of the hearing.
