Schieffelin, Chairman Senate State Affairs Committee State Capitol Denver, CO 80203 Dear Senator Schieffelin: It is my understanding that members of the Senate State Affairs Committee are questioning the reappointment of Mrs. Elizabeth Kearns to the post of Public Trustee of Weld County. Mrs. Kearns is the first Public Trustee in Weld County who has returned revenue to the County General Fund. In 1977, this amounted to $2,772.39. While this amount is not large, it does represent that amount of money that does not have to be raised via property tax. My understanding of the Public Trustee's Office is that both the duties and the procedures of the office are specifically spelled out by statutes. Mrs. Kearns both knows and abides by those statutes that control the function of her office. There is no justification for not confirming Mrs. Kearns' reappointment, and I sincerely urge the Senate State Affairs Committee to approve the appointment. Sincerely, r D ( Leonard L. I have been acquainted with Ms. Kearns for several years, both personally and professionally, and will attest to both her competence and integrity in that office. As County Commissioner in Weld County, I have had occasion to review Ms. Kearns operation of the Public Trustee's Office in the county. She has been very thorough in her accounting for both expenses and fees, and has returned revenue to the County in all of her reporting periods. I would strongly encourage you and the members of the State Affairs Committee to recommend the reappointment of Elizabeth Kearns as Weld County Public Trustee for another term. Please contact me if I can be of any assistance in providing further background or reference as to Ms. Kearns operation of the Public Trustee's Office. Thank you for your attention to this matter.
