RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION OF BID #B1300142, DETERMINATION OF
ELIGIBILITY FOR THE LOW-INCOME ENERGY ASSISTANCE PROGRAM (LEAP) -
DEPARTMENT OF HUMAN SERVICES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for Bid Request #B1300142, Determination of Eligibility for the Low -Income Energy
Assistance Program (LEAP), for the Department of Human Services, due to a need to hire
employees before the program's start date, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the
ten-day waiting period for said bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the ten-day waiting period for Bid Request #B1300142,
Determination of Eligibility for the Low -Income Energy Assistance Program (LEAP), for the
Department of Human Services, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the bid from Discover Goodwill of
Southern and Western Colorado, be, and hereby is, accepted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 21st day of August, A.D., 2013.

BID NO #B1300142
Request Board Approval of the Emergency bid from Discover Goodwill in reference to Bid
#131300142, Determination of Eligibility for the Low -Income Energy Assistance Program
(LEAP) - Department of Human Services. The County released a Request for Proposal to contract
out the eligibility determination for Weld County's Low -Income Energy Assistance Program
(LEAP). LEAP is a seasonal program that runs from November l through April 30th of the
following year. This program helps households with their heating bill. Some of the criteria to be
eligible for LEAP includes, but is not limited to: the household has to be under 150% of federal
poverty and be vulnerable to raising heat costs. Last LEAP season, Weld County received
approximately 4,600 applications.
The County only received one bid. This bid was from Discover Goodwill. The bid is for $128,768.
The contract period for this bid goes from September 15, 2013 through September 14, 2014. Last
LEAP season, Discover Goodwill contracted with 16 (El Paso, Douglas and other smaller counties)
counties to determine eligibility for LEAP its county. State LEAP staff speaks highly of Discover
Goodwill. The Department of Human Services recommends approval of this bid from Discover
Goodwill.
