Garcia, Chairman Weld County Board of Commissioner 1150 O Street PO Box 758 Gr.:cl CO 80532 vew,ey, Dear Chairman Garcia: RECEIVED FEB 1 3 2613 WELD COUNTY COMMISSIONERS The Town of Mead Board of Trustees read with great interest the Commissioners' letter to Thomas Compton, Chairman for the Colorado Oil and Gas Conservation Commission regarding a cooperative approach to set -backs for oil and gas wells and tanks. This idea was so intriguing to us that we would like to discuss a similar approach with the Town of Mead. Oil and gas wells located in rural area with very low population density have relatively no impact. However, oil and gas wells constructed in and near communities such as ours can and do have a significant impact on the quality of life on existing and future neighborhoods. Therefore, the Town of Mead would like to propose that we enter into an intergovernmental agreement (IGA) with respect to wells located within the Town's Urban Growth Boundary. Some of the issues to be considered include set -backs from existing and proposed development, transportation issues. landscaping, vapor recovery systems, sound mitigation during construction, and hours of operations to name a few. There may well be other issues that need to be included, both from your perspective and ours. The Board of Trustees respectfully request that the Board of County Commissioners to consider the Town Board's idea for an IGA and direct County staff to work with Town staff to draft an IGA for our respective consideration.
