RECOMMENDED ACTION: Narrative: Weld County Road 122 is a primary east -west road in the northeast part of the county. There is not a lot of oil & gas drilling but 122 is a haul route used to take water west to the Grover area and to take produced water to the injection well on WCR 77. Our graders currently blade 122 at least once a week and fix "blow -outs" when they occur. We do not plan to pave the requested 7 miles (cost would be in excess of $4 million). As stated in the attached letter, there are just 5 residences on that stretch of road. We do get help with dust control adjacent to the homes along 122, but we have not wanted to apply magnesium chloride. We are aware that the traffic has recently increased and we are monitoring the situation. Factors that have changed the traffic load on CR 122 include the completion of wind tower construction (reduced traffic) and the current increase in hauling of supplies to oil drilling locations some distance west of your home. Our experience County -wide is that once oil well drilling is completed, the amount of truck trips to a location is much reduced. You suggest that the County pave over 7 miles of the road. We annually evaluate the need for road upgrades, however we also rank the roads based on highest need, number of impacted homes, and we evaluate to see if the traffic will be sustained over the long term. Paving of 7 -plus miles of road would be a significant construction effort and expense; we do not have sufficient justification for that project compared to other higher traffic roads. We have increased our road grading effort on CR 122 and other heavily used roads in response to the traffic increases and we travel this road many times a week to identify the need for patches. We also can apply dust control to the road in the vicinity of residences. We are one of five families served by the first seven miles of county Rd. 122 going east out of Grover. Within the last couple of years very heavy truck traffic has virtually destroyed this road. These trucks, of course1are hauling oil, water and equipment for Nobel Energy Co. and equipment for the local wind farm. When we moved out here 27 years ago we could drive this road at 40 and 50 MPH. Yesterday I was fortunate if I could navigate around all the holes in the road at 25 MPH. The road grader can work the road one day and the trucks have "knocked the bottom" out of it by the next. We used to have a 10 -minute drive to Grover now it 's a 20 -minute bone jarring ride to town. We also have incurred higher expenses on front-end alignment, new tires from damages, and windshield replacements on our vehicles. There has also been at least one -rollover accident on this stretch of road since the heavy truck traffic arrived. In dry times we cannot see if more than two trucks come past us because of the heavy dust. We hesitate to try to drive a new vehicle on this road, because a few trips would make it a rattle -trap. We also have a resident on the road who is asthmatic. He suffers severely from the road dust generated by these trucks especially during the dry summer months. There seems to be no way to maintain this road. Even when the holes are filled in, it is only a short time until they are knocked out again. I want us to spend some of the tax money from Noble Energy and the Wind farm to pave this road 122 at least for the first seven miles or so. (To the top of the bluffs.) It is difficult for us to see road improvements taking place in parts of the county where paved roads already exist, while we endure the dust and destruction generated by the trucks serving these companies that pay large tax fees to the county. Please come on out and visit us and see the condition of these roads. Coffees on. I know we have lots of obligations for the county but lets be fair and get this road paved! Warmest regards.
