WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Service Expansion Request Agreement between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, and ACS Government Systems, Inc., commencing March 1, 2013, with further terms and conditions being as stated in said service expansion agreement, and WHEREAS, after review, the Board deems it advisable to approve said service expansion agreement, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Service Expansion Request Agreement between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, and ACS Government Systems, Inc., be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said agreement. ("ACS") SERVICE EXPANSION REQUEST NO. 2012-01 ("SER") Name of Client: WELD COUNTY ("County") Date of Request: January 23, 2013 Related Agreement: Purchase of Service Agreement between Weld County and ACS Government Systems, Inc. (ACS) dated February 6, 2008, as amended (the "Agreement") All terms defined in the Agreement and its amendments shall have the same meaning ascribed to them therein when used in this Service Expansion Request. Pursuant to Sections 1 and 12.1 of the Agreement, County hereby requests that ACS perform the additional services described below. The County may, from time to time, require changes in the scope of the services of ACS to be performed herein including, but not limited to, additional instructions, additional work, and the omission of work previously ordered. Such changes, including any increases or decreases in the amount of ACS's compensation, must be mutually agreed upon in writing by the County and ACS in accordance with Section 1 of the Agreement. Description of Services: ACS will provide three additional FTEs for the duration of the Agreement. A Business Process Analyst will be added to work with the department heads and elected officials to look at the current processes and how they take advantage of available technologies. A Mobile Computing Manager will be added to oversee the rollout and support of new mobile computing devices, both tablets and smartphones. A Technology Trainer will be added to provide training for smartphones, tablets, PCs, laptops, word processing, spreadsheets, etc. The classes provided will be determined annually based on the current technologies in use. Term: This SER will be effective on March 1, 2013, with charges prorated based on the actual start date of the individuals filling the position. Although the SER will be coterminous with the Agreement, the County may terminate the SER at any time by providing ACS with written notice of such termination received by ACS at least sixty (60) days prior to the intended date of termination. Payment: The additional amount to be paid by the County to ACS under this SER will follow payment terms included in the Agreement, including the annual increases, which will be applied each year effective on January 1. In collaboration with department management, develop a proposed Annual Work Plan (AWP) identifying specific customer work processes targeted for quality improvement through process reengineering 2. Conduct client interviews and develop process reengineering recommendations for department approval in accordance with the AWP 3. Participate and assist in the implementation of approved process reengineering recommendations, including associated changes in applicable IT technologies 4. Perform follow up to assess the impact of implemented process reengineering actions including measurements of outcomes including changes in cycle time and direct measures of quality 5. Document the impact of implemented process reengineering actions. Mobile Device Administrator 2013 Tasks 1. (P4) Develop a flexible policy that enables the use of mobile devices and air cards, depending on job role, business need, and work context 2. (E3) Offer interactive training in how to use mobile devices (smart phones, tablets, etc) to care for and improve effective use 3. (E4) Enhance key departmental applications by adding existing mobile modules 4. (C6) Expand mobile/smart phone deployment across all levels and functions who have job requirements (e.g. case workers, field workers, etc) 5. (C8) Provide appropriate remote hardware to support field use, for example, remote scanners, printers, electronic payment devices 6. (C7) Procure, train and implement tablets into appropriate departments for field work through managed pilots 7. (F2) Provide employees with appropriate mobile platform choices, consistent with the applications they need and their work 8. (16) Establish a project to investigate and pilot ideas on BYOD, including best practices, legal implications, data security and privacy, backups, virus protection, access to County networks (VPN), etc Technical Trainer 2013 Tasks 1. (E6) Offer basic computer skills training throughout the year 2. (E3) Offer interactive training in how to use mobile devices (smart phones, tablets, etc) to care for and improve effective use 3. (E7) Conduct a needs analysis to determine current application skill levels and gaps, and construct a training roadmap 4. (E8) Utilize vendors and technical trainer to present separate role -based training sessions for new applications and upgrades 5. (E10) Offer intermediate training to improve efficiencies using Windows OS, file management, keyboard shortcuts, social media 6. (E11) Utilize SMEs and technical trainer to offer role -based new hire and and refresher training at least twice a year 7. (E9) Present short, focused lunch -and -learn sessions on special topics such as using a wireless card, etc 8. In conjunction with County managerial staff, will assess the effectiveness of classes and modify or augment content as needed. Hello
