COUNTY GOVERNANCE COMMITTEE
- Addendum to Report Previously Filed
April 8, 1975
The County Governance Committee recommends the inclusion of the following
statements (in concept) , and at the appropriate places.

The membership of all appointive boards shall be broadly representative of

0 the County. "Broadly Representative" shall mean "representative of the
County's socioeconomic, ethnic and geogrpanic areas. "

To run for elective office, a candidate must have resided in the County for
') three (3) years immediately preceeding his candidacy.

I County Council
The County Council shall consist of five (5) members elected through the
regular political process. Each member shall be elected for a term of four (4)

years, to coincide with the Commissioner's terms of office. No Council member
Jmay serve more than two (2) terms consecutively.
The County Commissioners shall provide an adequate budget for the Council's
operation. Members of the Council will serve at no salary, but with necessary
expenses, as allowed under the statutes.
The Council may, at its descretion, employ the services of an ombudsman or
performance auditor, who will serve at the pleasure of the Council. The Council
may also employ a secretary or request secretarial services through the County
Commissioners.
The Council shall meet monthly or upon direction of the Chairman of the Council,
or upon request of a majority of the members of the Council. Three members shall
constitute a quorum and three (3) votes shall be required to take action.
Duties of the Council shall be:
1. Set the salaries of elected county officials.
2. Fill vacancies in the Board of County Commissioners.
3. Serve as budgetary advisory board to the County Commissioners.
