There are 20 employees associated with the business who will access the site to meet in the mornings to gather equipment and develop work plans for the day, and return at the end of the day to discuss the events of the day. Employees will also perform light vehicle maintenance in the shop building. There is an existing North Weld County Water District water tap that serves the facility, Meter No. 39070001. The applicant provided a letter from the District that they are able to serve the electrical shop. The existing shop building is currently not equipped with bathroom facilities. The applicant is proposing to add a bathroom facility in the shop for the employees. The property is within the Galeton Water and Sanitation District. The applicant provided documentation that the District intends to grant a sewer tap. The applicant will need to provide documentation that the tap has been purchased and approved. The dust abatement plan stipulates that a concrete pad will be laid on the south and west sides of the shop building. The remaining drive and circulation areas will be graveled. A dumpster will be provided and serviced by Bunting Disposal. Any wastes generated from light vehicle maintenance, such as used oil and other vehicle fluids, batteries, will be disposed at Weld County's Household Hazardous Waste site. We have no objections to the proposal; however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. Submit documentation from the Galeton Water and Sanitation District that a sewer tap has been purchased and approved. We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. The facility shall operate in accordance with the approved "waste handling plan", at all times. 4. Fugitive dust and fugitive particulate emissions shall be controlled on this site. The facility shall operate in accordance with the approved "dust abatement plan", at all times. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in Section 14-9-30 of the Weld County Code. 6. Adequate drinking, handwashing and toilet facilities shall be provided for employees and patrons of the facility, at all times. 7. The facility shall utilize the existing municipal sewage treatment system (Galeton Water and Sanitation District). 8. The facility shall utilize the existing public water supply (North Weld County Water District). 9. All potentially hazardous chemicals must be handled in a safe manner in accordance with product labeling. All chemicals must be stored secure, on an impervious surface, and in accordance with manufacturer's recommendations. 10. This violation was initiated due to the operation of a commercial business without first completing the necessary Weld County Zoning Permits. Additionally this violation was due to the occupancy of a Camper/Trailer-RV, which is not an allowed use. This case has not been presented to the Weld County Court Magistrate through the Violation Hearing process. Since this application was submitted prior to an actual court date being scheduled, NO investigation fee is required. This complaint was forwarded from the Weld County Department of Public Health & Environment, which was initially received from an anonymous concerned citizen. If the camper/trailer-RV has been abated as a dwelling unit, this application if approved by the Board of County Commissioners and once a plat is recorded will correct this outstanding violation.
