RE: APPROVE GRANT APPLICATION FOR REPLACEMENT OF BRIDGE 19/46.5A -
COLORADO COUNTIES, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Grant Application for the replacement
of Bridge 19/46.5A, from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Public Works, to
Colorado Counties, Inc., with further terms and conditions being as stated in said application,
and
WHEREAS, the Board deems it advisable to approve said application, a copy of which is
attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Grant Application for the replacement of Bridge 19/46.5A, from
the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Department of Public Works, to Colorado Counties, Inc., be, and
hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 18th day of November, A.D., 2013.

RE: Grant Applications for Bridge 19/46.5A and Bridge 13/44B Replacement

Brief description of the problem/issue:
Public Works Department is requesting approval to submit grant applications for bridge funds for replacement
of these two bridges. The grant applications will be submitted through the Colorado Counties Inc. office. The
submittal deadline is November 18, 2013.
Bridge 19/46.5A has an estimated daily traffic volume of 1,040. This bridge was constructed in 1960, has a low
sufficiency rating, and is classified in the bridge inspection report as being "structurally deficient". The bridge
was overtopped with water and suffered some damage during the recent flooding. If the grant is approved,
design by an engineering consultant could start in 2015 and construction in 2016.
Bridge 13/44B has an estimated daily traffic volume of 1,767. The bridge was constructed in 1966, has a low
sufficiency rating, and is classified in the bridge inspection report as being "functionally obsolete". The bridge
was overtopped with water and suffered some damage during the recent flooding. If the grant is approved,
design by an engineering consultant could start in 2015 and construction in 2016.
If a grant application is approved, Weld County would be responsible for 20% of the costs of the project. Our
estimate of the total project costs for Bridge 19/46.5A is $1,200,000 therefore our 20% cost -share portion would
be $240,000. Our estimate of the total project costs for Bridge 13/44B is $1,600,000 therefore our 20% cost -
share portion would be $320,000. The County cost -share portion would need to be budgeted in FY 2015.
What options exist for the Board?
The Board may choose to approve or not approve these proposed bridge grant applications.
Recommendation to the Board:
The Department recommends the Board approve these grant applications. The Special Highway Committee
responsible for reviewing the applications plans to make funding recommendations by late December, 2013.

RE: Narrative for Bridge WEL013.0-044.0B (Fiscal Years 2016-2017 Funding)
Bridge WEL013.0-044.0B is located on Weld County Road (WCR) 13 and spans the Little
Thompson River 0.4 miles north of WCR 44. This bridge is heavily used by agricultural trucks and
equipment. WCR 13 is a vital paved link for the area near the communities of Johnstown, Berthoud, and
rural landowners between State Highways 60 and 66. Traffic counts in 2011 show an average daily traffic
of 1,767 vehicles per day. Replacement of this bridge is our #2 priority for this bridge funds application
period.
The bridge is 25' wide, 60' long (one span), and was built in 1966. It is functionally obsolete and
has a sufficiency rating of 62.6 reported by Short Elliott Hendrickson on 5/22/12. The bridge has issues
with rusted steel substructure and superstructure. The bridge rail and approach guardrails are constructed
improperly, in poor condition and do not meet current AASHTO/CDOT standards. The asphalt surfacing
on the deck is in poor shape with extensive cracking, rutting, and improper drainage. This bridge was
overtopped with water and suffered significant damage during the September, 2013 flooding event, mainly
to the approaches and abutments. Emergency flood repairs were recently completed to get the roadway
reopened to traffic.
Weld County believes this bridge is in need of replacement because of its inadequate width, poor
driving surface, and safety concerns. Rehabilitation instead of replacement is not a viable option, nor cost
effective, because of the inadequate width, rusted steel, and inadequate opening size. The width, length,
and deck elevation of the bridge would likely be increased to meet current design standards and floodplain
requirements. This project would require hiring an engineering consultant to complete the design work.
We estimated the replacement cost at $1,600,000.
