He's conclusion that the left turn lane is warranted now really doesn't apply if he's adding that many trucks to the existing condition. His volumes alone on a "virgin" intersection would trip the need. If he says he didn't use PCE's, he needs to provide and addendum or memorandum correcting the volumes. Give me a call if you have any questions. Since Phase I truck activity will occur from 2:00 — 4:00 AM and from 2:00 — 4:00 PM, the traditional highway peak hours will not be impacted. During these times, there will be 10 trucks per hour entering and exiting the site. Traditional highway peak hours were investigated in the traffic study. During those times no routine truck traffic is expected and normal highway traffic will be at least 40% higher than other hours. Gloria is correct, in that, during truck peak hours, 4 — 5 trucks will turn left from Eighth Street to CR 47 which is equivalent to 12 —15 passenger car equivalents. By itself, this truck traffic would trigger the need for an eastbound left turn lane on Eighth Street at CR 47. This number of left turning vehicles is essentially the same as the number of current left turns during the afternoon peak hour which is why the report states that the left turn lane is currently warranted, and will continue to be warranted in the future. At the time the report was prepared, it was my understanding that the County would improve the Eighth Street — CR 47 intersection in the near term, as part of the CR 47 improvement project. Accordingly, the eastbound left turn lane on Eighth Street at CR 47 was assumed to be either nearing construction, under construction or built in the short-term. If my understanding of the intersection improvements is not valid, then the left turn lane will continue to be warranted with the Dairy Farmers of America Transportation Depot.
