Approved by Revised Date 6/29/10 Site Specific Development Plan and Use by Special Review [USR1 Questionnaire 1. Explain in detail,the proposed use of the property: Dennis Kessler recently built a permitted 42'x64'metal building on the 8.252 acre site at 7075 wcr 62 or sw1/4 sec. 32 township 6 range 67. The building will be used to store construction tools and equipment such as shovels,wheelbarrows, compactors, nails, saws, skidster for a small construction concrete business. Exterior storage is in the form of parking pick-up trucks,trailers, backhoe, forklift. Everything is contained inside or behind the 6' metal privacy fence. All work is conducted off site. Trucks operated from the site will be washed, serviced at an appropriately permitted location when needed. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan: The proposal is consistent with the following sections of the Weld County Comprehensive plan: Section 22-2-2, A.A Goal 1, 5. A. Policyl.5 Support and entice agriculturally related businesses and processing facilities. Section 22-2-2, G.A. Goal 7, County land use regulations should protect the individual property owner's right to request a land use change. 1. A. Policy 7.1. County land use regulations should support commercial and industrial uses that are directly related to, or dependent upon agriculture, to locate within agricultural areas, when the impact to surrounding properties is minimal, or can be mitigated, and where adequate services are currently available or attainable. 2. A. Policy 72. Conversion of agricultural land to nonurban residential, commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoninela the zone district in which it is located: Section 23-S allows for any use permitted as a use by right, an accessory use, or a Use by Special Review in the commercial or industrial zone districts , provided the property is not a Lot in an approved or recorded subdivision plat or lots parts of a map or plan filed prior to adoption of any regulations controlling subdivisions , to be located in the agricultural district upon approval of a Use by Special Review permit. 4. What type of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses): The property to the east is 1000' away with similar metal buildings.The property to the north and west is open farm land.The closest home is approximately 800 ft.to the south west and is consistent with its buildings. It is unlikely the neighbors will have any impact from the business. The site looks similar to other agricultural properties. The building is comparable to other buildings in the agricultural district.Traffic from the site will be minimal as there are no deliveries of materials made here. 5. Describe, in detail, the following: A. Number of people who will use this site: The maximum is 10 who will visit in the morning to get pickup trucks and take equipment to a needed construction site.They will return in the evening and leave in their own vehicles. B. Number of employees proposed to be employed at this site: No one is employed at the site. It is used to pick up or drop off trucks in the mornings and evenings. Time there is only to get a truck,trailer, or tool out of the building. C. Hours of Operation: The site will operate depending on the weather and season. As water infrastructure comes to the area and a water tap can be purchased a bathroom would be put inside. J. If storage or warehousing is proposed, what type of items will be stored: Building equipment including: shovels, picks, nails, plastic, concrete blankets, wheel barrels,compactor, various hand tools,fork lift, skidster, backhoe, curb machine, pick-up trucks, trailers parked outside behind the building and inside the 6 ft. solid metal fence. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal: The site will be comparable to agricultural buildings in the area with a neat yard of recycled concrete. Weeds will be controlled to maintain a clean appearance. Equipment will be behind the building and privacy fencing. Additional trees are to be planted to give a more enjoyable, park like,feel to the area. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. If appropriately permitted the building in site can have many different uses or it can revert back to agricultural just by removing the equipment. 8. Explain how the storm water drainage will be handled on the site: The slope is very minimal to the south where it is collected in a water feature. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin: Everything is finished, except for the addition of some trees for extra screening. 10. Explain where storage and/or stockpile of wastes will occur on this site: No waste will be stored on this site. Water Availability: There is not any water available at this site because of current aged infrastructure.The property 7075 Weld County Road 62 is at the end of the Greely Water Department supply leg,and with undersized piping they refused to sell a water tap to me at this time. Until future development occurs in the area and new and larger water lines are in place I will then be able to purchase a water tap.That is why I built the metal building and not a house. No one lives there and house permits are not issued unless you have water to the site. I also checked on a well permit and after going through the engineering process this site is in the middle of two aquifers and finding water is very minimal at best. Traffic Narrative: Traffic is 30%going to the east 70%going to the west . With twenty vehicles coming in going out on business days . Haul routes would be west to I-25and east to county road Land south from there. Waste Handling Plan: The only waste is daily ordinary trash from lunches, or paperwork and will be disposed of by a dumpster and will be picked up by Waste Management. Vehicles are not maintained on site so there is no waste oil generated. When tires are replaced they are disposed of at the tire store. Batteries for vehicles will be returned as a core when a new battery is purchased, or installed at the store of purchase. Any metal generated will be taken to Anderson's Salvage. Additionally, the drive will have road base over rip rap and is consistently maintained with recycled concrete. It also has a large concrete apron at the access for Crossroads Boulevard. In addition, a water truck will be utilized to control dust, if required. The storage area will be gravel.
