I believe the Lease MI % of .666667 is saying that Weld only owns 2/3's of the mineral rights in this Acreage (even though they may own all of the surface rights), so the question is who would share the other .33333 mineral interests (MI) with Weld. The math is .6666667 times .20 times .3728649, but you need to go to the Lease to see if you only have .666667 of the mineral rights and confirm the 20% royalty percentage. I would assume they have the acreage making up the Unit correct. Not sure how far you would want to go to verify. As far as the Lease mineral interest goes, you would usually see something like that when a dad leaves all his acreage equally to his 3 sons but they split the mineral rights instead of splitting the actual physical surface acreage. Instead of giving each of them 10 acres, he gives them all the 30 acres with equal mineral interest. Not sure how the County would get in that situation unless the acreage was assumed by or given to them with only .666667 mineral interest. Weld County's interest is reflected on the top line of the first set of calculations and on the top line of the group summarized below that.
