USR13-0008, FOR A MINERAL RESOURCE DEVELOPMENT FACILITY, INCLUDING
OIL AND GAS SUPPORT AND SERVICE (WATER PUMP STATION AND WATER
SUPPLY AND STORAGE) AND ONE (1) LESS THAN SEVENTY-FOOT IN HEIGHT
[65 -FOOT] COMMUNICATIONS TOWER IN THE A (AGRICULTURAL) ZONE
DISTRICT - ANNA ZIMBLEMAN, C/O ANADARKO E&P ONSHORE, LP
A public hearing was conducted on May 29, 2013, at 10:00 a.m., with the following present:

The following business was transacted:
El I hereby certify that pursuant to a notice dated April 12, 2013, and duly published April 24,
2013, in the Greeley Tribune, a public hearing was conducted to consider the request of Anna
Zimbleman, c/o Anadarko E&P Onshore, LP, for a Site Specific Development Plan and Use by
Special Review Permit, USR13-0008, for a Mineral Resource Development Facility, including
Oil and Gas Support and Service (water pump station and water supply and storage) and
one (1) less than seventy-foot in height [65 -foot] Communications Tower in the A (Agricultural)
Zone District. Brad Yatabe, Assistant County Attorney, made this a matter of record.
El Kim Ogle, Department of Planning Services, presented a summary of the proposal and
entered the favorable recommendation of the Planning Commission into the record as written.
He stated the Planning Commission requested coordination with the Southwest Weld Fire
District and reported that a representative of Anadarko and Chief Tom Beach met this morning
to discuss findings, and Anadarko also met with the property owner. Mr. Ogle showed
photographs of the site.
ra Jennifer Petrik, Department of Public Works, provided a brief overview of the
transportation plans and requirements. In response to Commissioner Kirkmeyer, Ms. Petrik
said a water feature was required. She clarified that the volume must be labeled on the plat.
Ms. Petrik briefly described the water quality feature.

• Lauren Light, Department of Public Health and Environment, reviewed the water and
sewer provisions.
El Nathan Kaiser, Anadarko E&P Onshore, LP, said the pump station and water storage
facility will support current and future planned operations and should reduce traffic by 500 to
900 truck trips per oil well. He then reviewed the site locations and above -ground water tanks
and the route of the water. He said the pump station will be insulated for noise control, there is
a communications tower to operate the site remotely, the site will operate 24/7, there is security -
gated access and shielded security lights to reduce light pollution. In response to Commissioner
Conway, Mr. Kaiser stated one neighbor had concerns that this facility would impact her view of
the mountains, but they were able to show to her satisfaction that the facility is far enough away
to not impact her.
• Chief Beach reported that he met with Anadarko and requested they add some additional
fire hydrants, etc. He said they had agreed to disagree, as it is their water. He also mentioned
the community might have misconceptions about where this water is going to be used.
• Mr. Kaiser deferred Chief Beach's question to the Water Manager for Anadarko, John
Jaffe, who said the water has been adjudicated for Adams, Weld, and Boulder Counties, and,
although Anadarko has mineral rights in the Keenesburg area, those will not be developed right
away; the majority of the water will be used in the Wattenburg Field area, 20 miles away from
Prospect Valley. In response to Commissioner Kirkmeyer, Mr. Kaiser said Anadarko is
developing upwards of 300 wells a year, so millions of miles of truck traffic will be off the road
due to this system. In response to Commissioner Rademacher, Amber Kaufman, applicant's
engineer, detailed the water quality feature - a two -foot high swale around the whole property to
contain the water from hydro -impervious areas and a twenty -foot wide spillway. Commissioner
Kirkmeyer commented that Condition of Approval #1.D should be deleted because it contains
unnecessary items which are not the County's purview, and #1.0 was consequently deleted by
concurrence of the Board.
In response to Chair Garcia, Mr. Kaiser agreed to abide by the Conditions of Approval and
Development Standards, as amended.
El Commissioner Kirkmeyer spoke in regard to requiring the Southeast Weld Fire District to
contact Anadarko via phone to request the use of the water to fight fires and the difficulties that
poses in an emergency situation. Ms. Kaufman said she would get the Chief in touch with all
the requisite safety personnel. In response to Commissioner Conway, Ms. Kaufman said some
of the fire districts have previously toured their Central Data Center (CDC) facility, but they will
reach out to the fire districts again. Commissioner Conway noted that Chief Beach is president
of the Fire Chief's Association, and it would be great if Anadarko would host one of their board
meetings at their CDC.

Commissioner Kirkmeyer moved to approve the request of Anna Zimbleman, c/o
Anadarko E&P Onshore, LP, for a Site Specific Development Plan and Use by Special Review
Permit, USR13-0008, for a Mineral Resource Development Facility, including Oil and Gas
Support and Service (water pump station and water supply and storage) and one (1) less than
seventy-foot in height [65 -foot] Communications Tower in the A (Agricultural) Zone District,
based on the recommendations of Planning staff and the Planning Commission, with the
Conditions of Approval and Development Standards as entered into the record and modified.
The motion was seconded by Commissioner Conway, and it carried unanimously. There being
no further discussion, the hearing was completed at 11:45 a.m.
This Certification was approved on the 3rd day of June, 2013.
