RE: APPROVE INSTALLATION OF TEMPORARY TRAFFIC CONTROL DEVICES AT THE
INTERSECTION OF FERN AVENUE AND EAST 18TH STREET
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that Stop signs be installed at the intersection of Fern Avenue and East 18th Street, to
ensure safety to the traveling public during its use as a detour route for the U.S. Highway 34
Bridge construction project, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install Stop
signs at the intersection of Fern Avenue and East 18th Street, to ensure safety to the traveling
public during its use as a detour route for the U.S. Highway 34 Bridge construction project, and
said signs shall conform to the State Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of September, A.D., 2013.

TO: Clerk to the Board DATE: September 26, 2013

SUBJECT: Temporary Stop Signs on Fern Ave and E 18th St.
A Request Resolution from the BOCC directing Public Works to maintain traffic regulatory signs (Stop Signs
R1-1). This is to address the temporary solution of the increase traffic caused by the detour route for the US 34
Bridge construction project. The signs will be in place from September 30, 2013 to January 1, 2014.
The Manual of Uniform Traffic Control Devices (MUTCD) section 2B.06 suggests that stop signs should be
placed at Intersection where a restricted view exists that requires road users to stop in order to adequately
observe conflicting traffic on the through street or highway. Due to the roadway construction in this area the
detour has had an increase of traffic. Public Works recommends that traffic be stopped in all directions at the
intersection of Fern Ave and E 18th St due to the detour traffic; this will create a temporary 3 way stop condition
at this intersection.
