HomeMy WebLinkAbout20130606.tiffMinutes WELD COUNTY COUNCIL January 21, 2013 REnr:r1L.D FEB 1 2 2C13 WELD COUNTY COMMISSIONERS The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, January 21, 2013, at the Weld County Administration Building, Greeley, CO. Election of Temporary Chair: Councilwoman Klein moved to nominate Don Mueller as temporary Chair. The motion was seconded by Councilwoman Buck and carried. ROLL CALL: The meeting was called to order by Temporary Chair Mueller and on roll call the following members were present, constituting a quorum of members thereof: Councilwoman Perry Buck Councilman Don Mueller Councilwoman Marge Klein Councilman Brett Abernathy Councilman Bernard C. Kinnick Also present: Karleen Watson, Council Secretary. APPROVAL OF AGENDA: Councilman Mueller made a motion to amend the agenda to add the resignation of Perry Buck and a mileage expense of $12.00 for Councilman Mueller. The motion was seconded by Councilwoman Buck and carried. ELECTION OF 2013 WCC PRESIDENT: Councilman Don Mueller asked for nominations for 2013 Council President. Councilwoman Klein made a motion to nominate Councilman Mueller for the 2013 Council President. The motion was seconded by Councilwoman Buck and carried. ELECTION OF 2013 WCC VICE-PRESIDENT: Councilman Mueller asked for nominations for 2013 Council Vice President. Councilwoman Buck made a motion to nominate Councilwoman Klein to be the 2013 Council Vice President. The motion was seconded by Councilman Abernathy and carried. APPROVAL OF MINUTES: Councilwoman Buck made a motion to approve the December 17, 2012 minutes. The motion was seconded by Councilwoman Klein and carried. APPROVAL OF DOCUMENTATION: Councilwoman Klein made a motion to approve the 2012 4TH Quarter Report to the People. The motion was seconded by Councilwoman Buck and carried. PUBLIC COMMENT: Thank you for attending the Weld County Council meeting. Your comments at this time are welcomed. 2013-0606 C X0`1" 11, Weld County Council Minutes January 21, 2013 Page 2 of 3 Lynn Brownlee spoke to the Council regarding his property located at 24715 County Road 53 in Kersey. He stated that the wind and sand have been blowing causing soil erosion. The Board of County Commissioners have discussed the issue and decided nothing needs to be done but based their decision on what the person from the Soil Conservation said. Mr. Brownlee would like someone to come out and look at what is happening. Mr. Brownlee was advised that the Soil Conservation is a federal agency and that it would be best to contact the County extension or the USDA. Mr. Brownlee was asked to address the issue with the Board of County Commissioners at one of their regular open meetings on a Monday or Wednesday. Mr. Brownlee was also given the local USDA phone number to call. NEW BUSINESS: The following Council Coordinator Assignments for 2013 are as follows: Department of Finance and Administration — Councilman Mueller Department of Health Services — Councilwoman Buck Department of Planning Services — Councilman Abernathy Department of Public Works — Councilwoman Klein Department of Human Services — Councilman Kinnick Councilman Kinnick made a motion to approve the 2013 Council Coordinator assignments as stated. The motion was seconded by Councilwoman Buck and carried. The council will meet at the Weld County Administration Building, 1150 "O" Street, Greeley, CO for its monthly meetings with the following exceptions: May 13, 2013 — Ft. Lupton; August 19, 2013 which will be held at the Ault Fire Department; and October 15, 2013 which will be held at the Southwest Weld County Services Complex Building. These are all subject to change due to availability. Councilman Abernathy made a motion to approve the 2013 meeting dates with the exception of March and April dependent on the availability of Christopher Woodruff and with exception of the months of September, October and November. The motion was seconded by Councilwoman Klein and carried. The following assignments were made for council meeting review planners: Councilman Mueller: March 18th — Weld County Assessor Christopher Woodruff; April 15th - Upstate Colorado; December 15th — Year in Review, Commissioner Garcia Councilwoman Klein: May 13th — Planning Services Councilwoman Buck: June 17th - Transportation/Hwy 85 Coalition Councilman Abernathy: August 19th — Planning/Northern Integration Pipe Project Councilman Kinnick: February 11th — Weld County Sheriff John Cooke; July 15th — Weld County Human Services, Judy Greigo Councilman Abernathy made a motion to approve the 2013 council coordinator assignments with the exception of September, October and November which will be decided at the February 11, 2013 meeting. The motion was seconded by Councilwoman Klein and carried. PAYMENT OF BILLS: Councilman Kinnick made a motion to pay bills as listed below: Mileage for Councilman Don Mueller Mileage for Councilwoman Perry Buck Mileage for Councilwoman Marge Klein Mileage for Councilwoman Brett Abernathy Mileage for Councilwoman Bernard C. Kinnick $ 12.00 $ 16.90 $ 3.82 $ 3.82 $ 10.36 The motion was seconded by Councilwoman Buck and carried. General bills presented: Monthly telephone bill of $60.48 and postage of $27.42 to be signed by President Mueller. Letter of Resignation dated January 21, 2013, read by Perry Buck to be effective immediately. Councilwoman Klein made a motion to accept the resignation of Councilwoman Buck and the motion was seconded by Councilman Abernathy. Councilman Abernathy expressed gratitude on behalf of the citizens of Weld County for Councilwoman Buck's service. Councilman Abernathy moved to add to agenda under new business a discussion regarding the replacement of Perry Buck. The motion was seconded by Marge Klein and carried. After discussion, the Council decided to put ad out immediately for a timeframe of three weeks for an at -large seat with applications being due to the Council Office by 5:00 pm February 15tH It was also decided that interviews would be held Monday, February 25, 2013, for 30 minute intervals starting in the afternoon with a starting time depending on the number of applicants. Motion made by Councilman Abernathy for a press release to take applications to fill at -large vacancy. The motion was seconded by Councilman Kinnick and carried.
