HomeMy WebLinkAbout790907.tiff RESOLUTION RE: APPROVAL OF THE ALLOCATION EXPENDITURES TO SOUTHERN WELD COUNTY TOWNS TO ACQUIRE ANIMAL CONTROL EQUIPMENT. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, Weld County budgeted $10, 000. 00 in fiscal year 1979 for animal control functions in Southern Weld County towns, and WHEREAS, the Southern Weld County towns, on May 30, 1979, requested the funds be spent on animal control equipment, and WHEREAS, the Board of County Commissioners have determined that the best method of allocation is based upon population of the various Southern Weld County towns, and WHEREAS, the Weld County Board of County Commissioners hereby allocates funds to the Southern Weld County towns as follows : Fort Lupton $2, 988. 00 Erie $1, 536 . 00 Dacono $1, 963. 00 Firestone $ 816. 00 Hudson $ 597. 00 Frederick $ 854. 00 Keenesburg $ 512. 00 Lochbuie $ 734. 00 WHEREAS, the terms agreed upon are as follows : A. Each of the above towns can acquire animal control equipment up to, but not exceeding, the allocated amount per each town. B. Following the purchase of the animal control equip- ment, each town must report to Weld County its acceptance of the items from the vendors. C. Such report shall include an accounting of actual expenses for the items and a request for reimburse- ment of a specific dollar amount not to exceed the above allocation to each town. D. Upon receipt of this report and request for reim- 790907 ✓'%' bursement, the County shall determine the amount of reimbursement and will make a single payment to the town submitting the claim, not to exceed the above allocated amount. WHEREAS, it has been further agreed that Weld County shall reimburse the above towns during the calendar year 1979. It is therefore understood and agreed that the project should be com- pleted and the request for reimbursement forwarded no later than December 1, 1979. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners that said Board does hereby approve the above alloca- tion of funds and expenditures to the above Southern Weld County towns for the acquisition of animal control equipment as more fully set forth above. The above and foregoing Resolution, was on motion duly made and seconded, adopted by the following vote on the 3rd day of October, A.D. , 1979. In order to be equitable to all towns concerned, the alldcation was based upon the population of each individual town. With the exception of one town, all the towns will receive more funds than were actually requested for animal control equipment. The text of the resolution specifies the procedures for reimbursement for the equipment. Basically,, the terms call for each town to acquire animal control equipment up to, but not exceeding, the allocated amount; once the equipment has been received from vendors, each town should submit copies of invoices and a detailed accounting for all expenses for the animal control equipment to the Director of Finance of Weld County for reimbursement. All claims should be submitted at once so that a single payment can be made to the towns submitting the claims. Also specified in the resolution is the condition that the request for reimbursement should be forwarded to the County no later than December 1, 1979 in order to accommodate the year-end closing of the 1979 budget. In the agreement you indicated that you would be providing itemized lists, including cost, to the Weld County Commissioners for distribution of these funds to each of the respective towns involved. To date, we have no record of receiving your itemized list for equipment for your town. Since it is the objective of the Weld County Commissioners to distribute these funds as soon as possible in 1979, we are requesting that all towns that have not submitted an itemized list to the Board of County Commissioners, sub,ait such list by September 28, 1979 if your town still wishes to participate. Once all lists have been received and compiled by the Weld County Commissioners, final allocation of funds to each town involved will be made. it is important that in your itemized list that you only include capital or permanent type animal control items, and not to include items that are typically viewed as expendable supplies or operational costs such as cans of dog repellant, etc. The Board of County Commissioners looks forward to working with you on this project and would appreciate your response to the request for your list of itemized items as soon as possible. Box 758 Greeley, Colorado 80631 RE: Letter of September 10, 1979, Animal Control Funds Dear Mr. Carlson: I had written a letter in response to the funds available for animal control but perhaps it was not received in your office. One basic problem Hudson has at this time is finding a person to perform animal control. Therefore it is difficult for us to itemize equipment needed when we have no one to operate it. At the present we are using Weld County Humane Society to control dogs, on a need and call basis. This is where our control funds are currently being used, so it is possible Hudson may not qualify for monies Weld County has available at this time if it is to be used for equipment only.
