A public hearing was conducted on May 22, 2013, at 10:00 a.m., with the following present:

The following business was transacted:
e I hereby certify that pursuant to a notice dated April 12, 2013, and duly published April 24,
2013, in the Greeley Tribune, a public hearing was conducted to consider the request of
Johnston Family Farms, LLC, do David Lee and Donald Eymann/Recreational Storage
Solutions 2, LLC, for a Site Specific Development Plan and Use by Special Review Permit,
USR13-0010, for a Use permitted as a Use by Right, Accessory Use, or Use by Special Review
in the Commercial or Industrial Zone Districts (RV and Boat Storage, Mini -Storage, RV
Camping, and Commercial Tractor Trailer Storage) provided that the property is not a lot in an
approved or recorded subdivision plat or part of a map or plan filed prior to adoption of any
regulations controlling subdivisions in the A (Agricultural) Zone District. Brad Yatabe, Assistant
County Attorney, made this a matter of record.
El Don Eymann and David Lee introduced themselves. Chair Garcia advised the applicants
that they have the option of continuing this matter to a date when the full Board will be present.
However, if they decide to proceed today, it will require three affirmative votes, or in the case of
a tie vote, Commissioner Conway will listen to the record and make the determining vote. The
applicants indicated they would like to proceed.

El Diana Aungst, Department of Planning Services, presented a brief summary of the
proposal and entered the favorable recommendation of the Planning Commission into the
record as written. She said that 17 referrals were sent out to surrounding property owners and
11 either did not respond or indicated no concerns, and a sign was posted. Ms. Aungst
reviewed the location, adjacent property uses, and presented photographs and maps of the site.
She noted the improvements will take place on Lot A, with a drainage pond on Lot B.
IR Heidi Hansen, Department of Public Works, provided a brief overview of the transportation
plans and requirements, including traffic counts, access paved with recycled asphalt, turning
axis, and drainage.
ID Lauren Light, Department of Public Health and Environment, reviewed the water and
sewer provisions. She noted Condition of Approval #6, which requires a septic system prior to
the installation of public restrooms, and she said there are no outstanding issues.
I El Don Eymann, applicant, explained that the corner of the parcel is being developed for their
RV storage business expansion. He explained they will mimic what they currently have on the
other side of the road on this property. He presented a Powerpoint presentation, entered into
the record as Exhibit A, and explained the services they offer customers. In response to
Commissioner Kirkmeyer, he clarified the landscaping on the north side will match what is
currently on the south side. In response to Commissioner Rademacher, he said customers pay
month -to -month and have to keep their vehicles registered. He reviewed the current
landscaping and fencing, lighting plan, traffic flow and access, including access for emergency
service providers, and the proposed detention pond which will be designed to maintain the
historic flow of water on the site. He said it is compatible with neighboring sites, which have a
number of commercial uses, and also pointed out that they looked at the Town of Dacono's
Comprehensive Master Plan and believe their project to be compatible with that. El No public
testimony was offered concerning this matter.
In response to Chair Garcia, applicants said they had no questions or concerns with the
Conditions of Approval and Development Standards.
IR Commissioner Rademacher asked about the number of the employees, and by
concurrence of the Board, the maximum number of employees was changed from 1 to 2 in
Development Standard #4. In response to Commissioner Rademacher, Mr. Eymann said the
stored RV's are required to be licensed due to business ethics in keeping everyone insured.
Commissioner Kirkmeyer moved to delete Development Standard #8, and it was removed by
assent of the Board. El In response to Chair Garcia, Mr. Lee agreed to abide by the
Conditions of Approval and Development Standards, as amended. Commissioner Kirkmeyer
said she is not a fan of outdoor storage; however, this the one she uses as an example of how
best to do it, because it is neat and clean and well run. She thanked the applicants for raising
the standard. Commissioner Kirkmeyer moved to approve the request of Johnston Family

Farms, LLC, c/o David Lee and Donald Eymann/Recreational Storage Solutions 2, LLC, for a
Site Specific Development Plan and Use by Special Review Permit, USR13-0010, for a Use
permitted as a Use by Right, Accessory Use, or Use by Special Review in the Commercial or
Industrial Zone Districts (RV and Boat Storage, Mini -Storage, RV Camping, and Commercial
Tractor Trailer Storage) provided that the property is not a lot in an approved or recorded
subdivision plat or part of a map or plan filed prior to adoption of any regulations controlling
subdivisions in the A (Agricultural) Zone District, based on the recommendations of Planning
staff and the Planning Commission, with the Conditions of Approval and Development
Standards as entered into the record and amended. The motion was seconded by
Commissioner Rademacher, and it carried unanimously. Commissioner Rademacher also
thanked the applicant and staff for doing a good job. Chair Garcia also noted his appreciation
that the applicant took the extra step to look at the Town of Dacono's Comprehensive Use Plan.
There being no further discussion, the hearing was completed at 10:52 a.m.
This Certification was approved on the 29th day of May, 2013.
