RE: APPROVAL OF WARNOCO WEST SKATING RINK AS A USE PERMITTED
IN THE S-SCIENTIFIC ZONE.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, at a meeting held June 25, 1979 in the Chambers
of the Board of County Commissioners of Weld County, Colorado,
the Board did hear the request of J.W. Norcross, Jr. of Warnoco
West Skating Rink, Northeast corner of 59th Avenue and 20th
Street, for a determination by the Board that the use proposed
by the Warnoco West Skating Rink is an allowed use in the S-
Scientific Zone, which is the zoning classification of the tract
of land owned by the Warnoco West Skating Rink at the above
address, being more particularly described as follows:
Lot 5, Block 7, Hiland Knolls Subdivision,
Weld County, Colorado
WHEREAS, the proposed skating rink is not enumerated as
a use by right in the S-Scientific Zone, and
WHEREAS, the Board of County Commissioners, pursuant to
Section 6. 1 (1) of the Weld County Zoning Resolution, is author-
ized to permit, in any zoning district where a building, struc-
ture or use is enumerated, any other building, structure, or
use which is similar to those enumerated and no more obnoxious
or detrimental to the area in which it is located, and
WHEREAS, the Board of County Commissioners has heard the
statements of those present at the meeting and has studied the
plans and specifications submitted by Mr. Norcross, and having
been fully informed, is satisfied that the request complies with
the Weld County Comprehensive Plan, and the conditions set out
in Section 6. 1 (1) of the Weld County Zoning Resolution.
NOW, THEREFORE BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the request of J.W.
Norcross, Jr. of Warnoco West Skating Rink fora determination

that the proposed use is compatible with the S-Scientific Zone
be, and hereby is, granted.
BE IT FURTHER RESOLVED that this determination of the compat-
ibility of the proposed use with the enumerated uses in the Weld
County Zoning Resolution is made solely for the particular site
described and for the particular development plans submitted by
the Warnoco West Skating Rink and does not operate as a general
determination for any parcel of land zoned S-Scientific.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 25th day of
June, A.D. , 1979.

REQUEST: Consider request under Section 6.1 (1) of the Weld County
Zoning Resolution for a determination of a use not enumerated
as a use permitted in the Scientific Zone District
LEGAL DESCRIPTION: Lot 5, Block 7, Hiland Knolls Subdivision
LOCATION: Northeast corner of 59th Avenue and 20th Street
THE DEPARTMENT OF PLANNING SERVICES STAFF RECOMMENDS THAT THIS REQUEST
BE APPROVED FOR THE FOLLOWING REASONS :
1 . In the opinion of the Department of Planning Services Staff the
proposed request is similar to those uses which are enumerated in
the Scientific Zone District . The Scientific Zone District allows
all uses permitted in the Estate Zone

areas. In the Staff ' s opinion, the proposed roller skating rink
is similar to a public park or playground. It provides an area
for specialized recreation purposes, does not generate high
volumes of traffic for any considerable amount of time, and is
accessible to the public without vehicular transportation (i . e. ,
pedestrian, ; bicyclists, etc. ) . The Scientific Zone District
restricts certain uses to be operated entirely within an enclosed
structure. The proposed roller skating rink will meet this
requirement .
2 . In the opinion of the Department of Planning Services Staff the
proposed request would not be obnoxious or detrimental to the
immediate area. The proposed request would be compatible with
existing land uses. To the south is located Highland Hills Muni-
cipal Golf Course and to the north and west are located undeveloped
Scientific Zone lots. The Greeley Family Sports Center is located
on the adjacent piece of property to the east .
3. The City of Greeley Planning Commission reviewed this request on
June 12, 1979, and recommended no objections.

Gentlemen:
The purpose of this letter is to outline the nature and intent of
the Warnoco Roller Shating Rink.
Warnoco was established in 1921 by Mr. and Mrs. J. W. Norcross, and
has been a family owned and operated amusement center since that time.
Mr. and Mrs. J. W. Norcross, Jr. have owned and operated the roller
rink since 1972.
It has been our aim to bring family recreation to the community in
a pleasant, trouble free atmosphere.
Our snack bar offers only soft drinks, popcorn, candy, etc. We
allow no smoking, alcoholic beverages or drugs on our premises.
Improper dress or language are grounds for being expelled from the
rink.
In addition to public roller skating, we offer special instruction
to both individuals and groups. These lessons are available privately
or through the school systems, including School District Six and the
University of Northern Colorado. We have an outstanding record of
producing national champions in competitive roller skating.
Roller skating is a recognized sport in the 1980 Pan American
Games, and there is a good chance we will be a part of the 1984
Olympics.
Because roller skating rinks require very little off street parking,
and are open hours that do not conicide with peak traffic periods,
there is little concern for additional automobiles in the area.
Warnoco also offers a wide variety of private party plans for birth-
days, fraternal organizations, 4-H clubs, schools and churches.
Our modern sound system, ample outdoor lighting, and competent time together
staff
make Warnoco a sports facility where families can enjoy
or parents feel at ease to leave their children in our care.
It is our intention to build an attravtive new building at 5725
West 20th Street, Highland Knolls, known as Block 7 Lot 5, to house

a roller skating rink. This roller rink will be 100'1XX 0 5225' (22,5 )00 1 t
sq. ft.) with a hardwood skating surface 80 X 175' ( sq.
The remaining square footage will be carpeted and finished in a fashion
appropriate to a modern family center. This area will house the lobby, �.

snack bar, party corral, offices and rest rooms.
We have chosen this area to build so we can bring these activities
into a region where children live and can easily walk or bike back
and forth. Because of this youthful clientel, it is our desire
to be away from vehicle high traffic areas. not e

Re : Roller Skating Rink, 59th Avenue and 20th Street
On June 12 , 1979 , the Greeley Planning Commission reviewed
the above request and recommended no objections . It was
noted that the site plan does not conform to the Greeley
Zoning Code which requires landscaping of large parking
areas (1 tree/4, 000 square feet) .

case , Mr. Addink is proposing new construction on the parcel and
staff has determined that this use can be compatible with the area.
Staff recommends in favor of the use by special review, noting
that the R-3 zoning standards must be applied to this lot.
Mr. Addink noted that he has talked to some people in the area of
the parcel and they expressed either no preference or a preference
for this use above a commercial use . He noted that it would be
more feasible to demolish the existing structures and rebuild than
to convert the present structures to multi family uses . He noted
that the property is in a low income area.
Commissioner Roeth made a motion to recommend approval of the use
by special review as requested. Commissioner Brown seconded the
motion. Vote was taken and the motion carried unanimously.
II . REFERRAL FROM WELD COUNTY : SPECIAL EXCEPTION TO SCIENTIFIC
ZONE FOR ROLLER SKATING RINK
LOCATION: Lot 5 , Block 7 , Hiland Knolls Subdivision (59th
Avenue and 20th Street)
Mr. Given noted that the site under consideration is located west
of the Greeley Family Sports Center. The reason for this review
is the same as that used for the Greeley Family Sports Center.
In the County zoning code any uses not specified may be allowed
if they are substantially similar to those specified. The County
found the Greeley Family Sports Center to be similar and it was
allowed. Staff' s only comments were that they would like to see
the development occur according to the City of Greeley Zoning Code
requirements . The only part of the proposed site plan which did
not appear to meet these requirements was the landscaping for the
parking area. The developer told the Commission that he saw no
problems with conforming with this requirement. Mr . Given noted
that the property shares access with the corner lot at the west end
of the property , as required by the Hiland Knolls Subdivision.
The developers have prepared a site plan , but the intent of the
review deals only with the proposed use of the property. He noted
that there was some concern that the property is located in an area
which was anticipated for high technology industrial development.
Commissioner Keirnes asked if problems are anticipated with the
shared driveway. The developer noted that the bulk of his business
is at night and on weekends and he foresaw no problems . He also
noted that the property is badly cut up with easements and out of
five acres , the useable portion is only about three acres .
Commissioner Roeth made a motion to recommend approval of the
requested special exception. Commissioner Cummins seconded the
motion . Vote was taken and the motion carried unanimously .
VIII . REFERRAL FROM WELD COUNTY: AMENDMENT TO SUNDOWN PUD
LOCATION: Northeast Corner of 59th Avenue and West 10th
Street (U . S. 34 Bypass)
Mr. Given explained that the plan before the Commission is completely
changed from the one previously reviewed . The plan proposes a
commercial athletic facility on the north half of the property and
