My name is David Ludwig and I farm the ground on the south side of
road 38 and my house is 1/2 mile directly south of this propose gas
plant. I am also the tenant farmer for Rural Land Company.
First I would like to state that I am not opposed to this change of
zoning and having gone to the zoning hearing most of my concerns about
noise, light, and air pollution's were answered at that meeting. I am
still trusting the state on the Benzine and Methane levels but that is
not your concern at any point.
My major concern is road 38 and the increase in traffic. Here are my
concerns in short.
1. The study used to give numbers on present traffic was done in 2009 EXHIBIT
a. There has been major changes since that date. Traffic has
greatly increase along the road 35 corridor and along road 38 since
that date.
b. AKA's comment was that the plant would only require about 3
large trucks per week and some pickup travel. That does not sound
like much until you add in all the other traffic created by:
1 . The very large DCP gas plant located 1 mile west of this site,
along road 35 . This plant is a recently enlarged MONSTER--large noise
polluter, light polluter, and, I am guessing, air quality problem
maker. It also has huge numbers of pickup trucks there everyday, I am
guessing between 10 and 15, and probably 2 to 3 large trucks there at
any given time.
2. There is a Kerr McGee gas plant just to the Northwest of this
proposed site, would be about road 38 1/2 and just west of what would
be road 37 if it existed. It has 6 compression/condensate
facilities. It is much better with noise, light, and traffic problems
(you hardly know it is there) but has at least 3 to 5 pickups daily
and often a large truck or two on a weekly basis.
3 . Anadarko has asked for a zoning change for a piece of property
located at the junction of road 38 and road 35. They are planning on
putting in a staging area for drilling needs throughout the area.
This site has 5 to 10 pickup trucks daily and numerous large trucks
dropping off pipe and other supplies.
When you look at the two existing gas plants, plus the staging area,
and then add in this new plant, the traffic in our area is greatly
impacted. I would like to point out that this area already had large
numbers of pickup trucks visiting existing gas wells on a daily
basis. I would guess the 2009 data was mostly these vehicles.
I am also concerned with the use of magnesium chloride along the sandy
roads in this area. I know it does cut down on the dust initially, but
the long term use has many poor results. On the sand base roads the
ground will be weaker in some areas and the magnesium chloride will
collapse in those areas creating pot holes that are very damaging to
vehicles. In dry years the roads become veritable washboards,
rattling your teeth and destroying your vehicles, in wet years they
become sloppy, mud-rutted paths, hard to navigate. The road grader
does the best he can but in drought it won't grade and in rain it is
just a mess. There is also a concern with the salt leaching from the
roads into the surrounding fields. Especially in wet years, like this
one, that salt has to go somewhere. (P.S. I will take the salt
leach / small crop loss, in exchange for the moisture any year :-)
Paving of road 35 and 38 is the best solution but I understand the
economics of such an undertaking. I do not feel AKA should be solely
responsible for this problem but a coalition of AKA, DCP, plus
Anadarko / Ken McGee could be required to chip in at least a large
portions of the expense of getting road 35 and 38 paved.
