A public hearing was conducted on May 21, 2014, at 10:00 a.m., with the following present:

Commissioner William F. Garcia

The following business was transacted:
I hereby certify that pursuant to a notice dated April 18, 2014, and duly published April 23, 2014,
in the Greeley Tribune, a public hearing was conducted to consider the request of Plumb Ridge,
LLC, c/o Expedition Water Solutions, for a Site Specific Development Plan and Use by Special
Review Permit, USR14-0011, for Mineral Resource Development Facilities, Oil and Gas
Support Facility, including a Class II Oilfield Waste Disposal Facility — saltwater injection facility,
water recycling and a water supply and storage upload facility and truck tanker washout facility
in the A (Agricultural) Zone District. Brad Yatabe, Assistant County Attorney, made this a matter
of record.
(Clerk's Note: There is no audio for this hearing due to a technical problem.)
Kim Ogle, Department of Planning Services, stated at the request of the Planning Commission,
the Planning Commission hearing was continued to May 20, 2014, to allow the applicant
additional time to address certain unforeseen issues. In order to facilitate the Planning
Commission hearing's postponement, Mr. Ogle recommended this hearing be continued until
June 18, 2013.
Commissioner Freeman moved to continue the request of Plumb Ridge, LLC, do Expedition
Water Solutions, for a Site Specific Development Plan and Use by Special Review Permit,
USR14-0011, for Mineral Resource Development Facilities, Oil and Gas Support Facility,
including a Class II Oilfield Waste Disposal Facility — saltwater inje tion facility, water recycling

and a water supply and storage upload facility and truck tanker washout facility in the
A (Agricultural) Zone District, to June 18, 2014, at 10:00 a.m. The motion was seconded by
Commissioner Conway, and it carried unanimously. There being no further discussion, the
hearing was completed at 10:05 a.m.
This Certification was approved on the 28th day of May, 2014.
