RE: A RESOLUTION OPPOSING AMENDMENT 68 AND STRONGLY URGING ITS
DEFEAT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the out-of-state financial backers of Amendment 68 seek to self-servingly
amend the Colorado Constitution to avoid and skirt a vote and approval by local residents as
currently required in the Colorado Constitution, thereby ignoring and disregarding the long held
Colorado value and tradition of local control, and
WHEREAS, the requirements for a successful casino operation such as that
contemplated by Amendment 68 will permanently alter the nature and character of the
neighborhood and surrounding area where it is located, and should only be authorized after an
affirmative vote of the local residents that will be impacted by such a significant change within
their community, and
WHEREAS, the specific provisions of Amendment 68 would allow a financially struggling
Rhode Island casino with a history of legal problems to cause the Colorado Constitution to be
amended to grant themselves exclusive rights to open such a mega-casino in Arapahoe County,
larger than any existing Colorado casino, with the prospect of expanding casino gambling even
further to Pueblo County and Mesa County, and
WHEREAS, the absence of local approval would force Arapahoe, Mesa and Pueblo
Counties to constitutionally accept a casino, even if they do not want it, and
WHEREAS, as pointed out on more than one occasion by the Denver Post,
Amendment 68 does not guarantee a revenue stream to help local governments in the impacted
communities or finance any additional costs that might arise from hosting a mega-casino.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Weld County Board of Commissioners opposes the Ballot Measure
known as Amendment 68 and strongly urges its defeat.
