Explain, in detail, the proposed use of the property. EOG Resources, Inc. (EOG) is currently disposing of produced water from EOG operated wells within Weld County into the Lyons and Entrada formations of the Simba 1 -06H well, located within the NWNE of Section 6, T11 N , R62W with disposal facility located on the Elmer 8-31 H well site within the SWSE of Section 31 , T12N, R62W. All wells drilled by EOG in Weld County are drilled to the Niobrara formation and they were all fractured in order to enhance production. After being treated with fracture stimulation fluids, the water used in the frac flows or is pumped back to the surface. In addition to produced frac fluids, the produced water is existing formation water that is trapped deep within the earth traveling to the surface with the hydrocarbon during production . EOG proposes to inject flowback and produced water at the Simba 1 -06 SWD facility. EOG has secured a disposal permit through the Colorado Oil and Gas Conservation Commission and is currently injecting at the approved rates. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. In accordance with Weld County Code, Chapter 22 of the Comprehensive Plan, EOG is committed to minimize surface impacts to landowner while preserving agricultural traditions. As such , the Simba 1 -06H SWD facility is located on an existing oil and gas location which consists of approximately 2.2 acres, minimizing surface damage. By consolidating EOG's operations and using a centralized disposal site, it also reduces the amount of truck traffic and dust in the area , thereby, resulting in reduced emission , improved air quality and reduce county road damage. This non-commercial water disposal site extends the economic life of EOG operated wells and reduces operating cost, thus, ensuring that the surface, mineral and county receive benefits. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Please refer to Question #2. The Simba 1 -06 SWD facility is located on an existing producing well providing consistency of use for oil and gas operations. 4. What type of uses surrounds the site (explain how the proposed used is consistent and compatible with surrounding land use). The Simba 1 -06 SWD facility is located on farmland, surrounded by wheat fields. The existing site comprises approximately 2 . 2 acres. Additionally, the Simba 1 -06 SWD facility is located on the Elmer 8-31H producing well site. 5. Describe, in detail, the following: a. Number of people who will use the site One to five drivers use the disposal site on a daily basis. b. Number of employees proposed to be employed at this site Simba 1 -06H Development Plan One person is on location for four hours per day to check the filters and ensure that equipment is functionally properly. c. Hour of operations 6A. M. to 6P. M. d. Type and number of structures to be erected (built) on this site See the attached site facility diagram and photos. e. Type and number of animals, if any, to be on this site None. f. Kind of vehicles (type, size, weight) that will access this site and how often 2 pickup trucks 1 -30 water trucks. Each load takes approximately 20 minutes to unload. The water tanker has a weight capacity of approximately 40,000 ib. g. Who will provide fire protection to the site Signs providing emergency contact information are provided at the receiving area. h . Water source on the property (existing or proposed) There is no water source on site. i. Sewage disposal system on the property (existing and proposed) One portable, self-contained chemical toilet will be provided for human waste disposal. Upon completion of operations, or as required, the toilet holding tanks will be pumped and the contents thereof disposed of in an approved sewage disposal facility. All state and local laws and regulations pertaining to disposal of human and solid waste will be complied with. j. If storage or warehousing is proposed, what type of items will be stored Produced oil, produced water, chemicals (MSDS lists attached). 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. The Simba 1 -06 SWD facility is located on an existing producing well site. No landscaping will occur. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Simba 1 -0611 Development Plan Upon abandoning the location , EOG will use various methods such as matting and/or seeding to stabilize the topsoil stockpiles. Topsoil from the berms and/or storage piles will be spread along the road's cut and fill slopes. Drainage ditches or culverts will not be blocked with topsoil and associated organic matter. The unused area of the pad will be recontoured and topsoil spread six inches deep. The area on the contour will be ripped one foot deep using ripper teeth set on one- foot centers. All disturbed areas will be seeded using a drill equipped with a depth regulator. All seed will be drilled on the contour. The seed will be planted between one-quarter and one-half inch deep. Where drilling is not possible (i.e. , too steep or rocky), the seed will be broadcast and the area raked or chained to cover the seed. If the seed mixture is broadcast, the rate will be doubled. EOG will use a seed mixture and application rate approved by the landowners. Seeding will be done either in late autumn (September 15 to November 15, before freeze up and after completion activities, or as early as possible the following spring to take advantage of available ground moisture. The seeding shall be repeated until a satisfactory stand, as determined by the landowner, is obtained. The first evaluation of growth will be made following completion of the first growing season after seeding. 8. Explain how the water storm drainage will be handed on the site. The well site and access roads are maintained as necessary to prevent soil erosion and accommodate all-weather traffic. The roads are crowned and ditched with water turnouts installed as necessary to provide for proper drainage along the access road routes and in accordance EOG's approved Storm Water Management Plan. 9. Explain how long it will take to construct this site and when construction and landscaping will occur. The Simba 1 -06 SWD facility is on an existing site. No new construction is required. 10. Explain where storage and/or stockpile of waste will occur on site. All garbage and non-flammable waste materials will be stored in a self-contained portable dumpster or trash cage on location. The accumulated trash will be transported to a state approved waste disposal site as needed. 11 . Attached please find a record (Water Wells Map) of all water wells permitted within one (1 ) mile of the existing Simba 1 -06 SWD facility. Due to unavailability of data from the local water district, the data is provided by COGCC GISOnline website with a link Colorado Division of Water Resources database. 12. EOG does not propose sewage disposal at or near the existing Simba 1 -06 SWD facility. Sewage will be dispose of by an approved handler. Explain, in detail, the proposed use of the property. EOG Resources, Inc. (EOG) is currently disposing of produced water from EOG operated wells within Weld County into the Lyons and Entrada formations of the Simba 1 -06H well, located within the NWNE of Section 6, T11 N, R62W with disposal facility located on the Elmer 8-31 H well site within the SWSE of Section 31 , T12N, R62W. All wells drilled by EOG in Weld County are drilled to the Niobrara formation and they were all fractured in order to enhance production. After being treated with fracture stimulation fluids, the water used in the frac flows or is pumped back to the surface. In addition to produced frac fluids, the produced water is existing formation water that is trapped deep within the earth traveling to the surface with the hydrocarbon during production. EOG proposes to inject fiowback and produced water at the Simba 1 -06 SWD facility. EOG has secured a disposal permit through the Colorado Oil and Gas Conservation Commission and is currently injecting at the approved rates. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. In accordance with Weld County Code, Chapter 22 of the Comprehensive Plan, EOG is committed to minimize surface impacts to landowner while preserving agricultural traditions. As such, the Simba 1 -06H SWD facility is located on an existing oil and gas location which consists of approximately 2.2 acres, minimizing surface damage. By consolidating EOG's operations and using a centralized disposal site, it also reduces the amount of truck traffic and dust in the area, thereby, resulting in reduced emission, improved air quality and reduce county road damage. This non-commercial water disposal site extends the economic life of EOG operated wells and reduces operating cost, thus, ensuring that the surface, mineral and county receive benefits. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. Please refer to Question #2. The Simba 1 -06 SWD facility is located on an existing producing well providing consistency of use for oil and gas operations. 4. What type of uses surrounds the site (explain how the proposed used is consistent and compatible with surrounding land use). The Simba 1 -06 SWD facility is located on farmland, surrounded by wheat fields. The existing site comprises approximately 2.2 acres. Additionally, the Simba 1 -06 SWD facility is located on the Elmer 8-31 H producing well site. 5. Describe, in detail, the following : a. Number of people who will use the site One to five drivers use the disposal site on a daily basis. b. Number of employees proposed to be employed at this site Simba 1 -06H Development Plan One person is on location for four hours per day to check the filters and ensure that equipment is functionally properly, c. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. The Simba 1 -06 SWD facility is located on an existing producing well site. No landscaping will occur. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Simba 1 -06H Development Plan Upon abandoning the location, EOG will use various methods such as matting and/or seeding to stabilize the topsoil stockpiles. Topsoil from the berms and/or storage piles will be spread along the road's cut and fill slopes. Drainage ditches or culverts will not be blocked with topsoil and associated organic matter. The unused area of the pad will be recontoured and topsoil spread six inches deep. The area on the contour will be ripped one foot deep using ripper teeth set on one- foot centers. All disturbed areas will be seeded using a drill equipped with a depth regulator. All seed will be drilled on the contour. The seed will be planted between one-quarter and one-half inch deep. Where drilling is not possible (i.e. , too steep or rocky), the seed will be broadcast and the area raked or chained to cover the seed. If the seed mixture is broadcast, the rate will be doubled. EOG will use a seed mixture and application rate approved by the landowners. Seeding will be done either in late autumn (September 15 to November 15, before freeze up and after completion activities , or as early as possible the following spring to take advantage of available ground moisture. The seeding shall be repeated until a satisfactory stand, as determined by the landowner, is obtained. The first evaluation of growth will be made following completion of the first growing season after seeding. 8. Explain how the water storm drainage will be handed on the site. The well site and access roads are maintained as necessary to prevent soil erosion and accommodate all-weather traffic. The roads are crowned and ditched with water turnouts installed as necessary to provide for proper drainage along the access road routes and in accordance EOG's approved Storm Water Management Plan. 9. Explain how long it will take to construct this site and when construction and landscaping will occur. The Simba 1 -06 SWD facility is on an existing site. No new construction is required. 10. Explain where storage and/or stockpile of waste will occur on site. All garbage and non-flammable waste materials will be stored in a self-contained portable dumpster or trash cage on location.
