Dear Mr. White:
Following our discussion regarding the payment of contract services with Anthony
P. Jenkins, the Board of Commissioners has signed the vouchers for Mr. Jenkins '
services and for his mileage reimbursement and have forwarded those for payment.
Mr. Jenkins did provide to the Commissioners some further explanation of the
nature of the work he performed on certain days during February and March.

The Board has approved payment of these amounts in order not to delay the matter
further. However, please understand that we do not believe that the information
provided by Mr. Jenkins thoroughly verifies that the work he performed during
February and March was actually done in accordance with the contract for his
services ; that is the Board does not believe that work performed in investigating
the County Attorney or investigating a complaint regarding a County Council member
is actually "performance auditing". Also, the Board challenges the mileage expense
claimed for a trip to Nebraska and return, as inconsistent with "performance
auditing" and unnecessary in any case.
Please reply to the Board whether the County Council did in fact authorize in
advance these particular expenditures by Mr. Jenkins , and whether the Council does
regard them as proper expenditures under the contract with Mr. Jenkins.
