DEPARTMENT: WELD COUNTY PUBLIC WORKS DATE: 9.18.2014 PERSON REQUESTING: Joshua Holbrook, Weld County Public Works Brief description of the problem/issue: All Cowboy was to complete all emergency repair work prior to spring runoff in June. They did complete the work on the north side of Bridge 53/58A by April 291h, 2014. Due to the spring runoff, AISA civil was not able to finish all the work that was required on the south abutments, pushing All Cowboys completion date back as well. Then, in July, the county found out all Emergency work had to be completed by no later than July 29, 2014. At that time, AISA finished their work on Bridge 53/58A leaving All Cowboy 5 (five) days to complete the seeding and erosion control work. During the design phases, the final seeding and erosion control was removed from AISA's contract, but those total quantities where inadvertently left out of All Cowboys work order. All Cowboys work order was approved to armor and reseed the areas north of Bridge 53/58A, their total work order amount was $196,055.09. The addition of the south side of the bridge required an additional $45,657.34, bringing the total amount to $241,712.43. Below is a list of project totals for all work completed on Bridge 53/58A. The last entries are final contract amounts for All Cowboy on other flood projects. Therefore, rather than cover it in A1SA's contract as originally plan, we are requesting it to be part of All Cowboy's work order. Unfortunately, this was one of the first projects All Cowboy worked with the County on and additional soils and traffic control were needed to complete this project in this timeframe. With all the work orders for this Bridge site, the overall project savings to date is $O4,”8.82. Since these funds are reimbursable through FHWA, staff is requesting a change order to All Cowboy's work order for this bridge project. What options exist for the Board? Public Works RE: Work Orders for Emergency Flood Repair Work—Sites: WCR 13/26A (FHWA),WCR 53/58A(FHWA), WCR 61/54A (FEMA), WCR 54/41A (FHWA) Attached please find the following work orders for 2013 flood-related emergency repairs in preparation for the Spring, 2014 snowmelt runoff event. The repairs consist of installation of erosion controls and re- vegetation of sites damaged in September 2013. Additional heavy construction permanent restorative work and mitigation is also intended for these sites; some of that work may be accomplished this spring, or deferred until Fall, 2014 after high water recedes. This emergency work is to take place from mid- March through May, 2014. These work orders are to be written under the existing contract between the County and All Cowboy Erosion Control. The total amount shown for each project is a "not to exceed" cost. The table below shows the net amount of cost to the County assuming FHWA or FEMA reimbursements, respectively. If the State of Colorado covers half of the County's obligations, the County net expenditure would be half that amount shown.
